More notably, however, the change in positive versus negative expectation - optimism and pessimism in outlook - from having the streets paved in change, or from a bit of luck, can have a transformative effect cascading throughout the community, very, very affordably.

Most starvation globally is partial starvation. They have food, but might tend to come up a few calories short or be low on one or two macronutrients such as protein or essential fats. An extreme form of this is carbohydrate starvation, wherein a person has nearly unlimited quantities of rice or potatoes and no food.
A small piece of outside food, such as a single slice of a well-loaded pizza, once or twice a month, can therefore ease suffering and improve health far more efficiently than larger-scale interventions. Furthermore, such experience can alter positive versus negative affect, expectations of hostility, and increase a sense of community.
