• One part flour.
• One part sugar.
...and then you mash in as much butter or margarine as it takes to make it sort of a pasty dough. This is why they're called "butter cookies," and the same dough makes an excellent pie crust, in case you want to stuff your food in a pie crust.
Stuff in an oven at about 350f (about 175c) and cook until they're a bit more solid.
If you have any spices or flavoring, one usually adds them beforehand, where if one adds sprinkles or powdered sugar, one usually waits until you take them out of the oven. Some people like to mix in a little nut butter, though this is usually a bit more expensive unless you make it yourself from the local flora.
This is great if you have small children; some very, very young children can manage "now mash it with your fingers" to mix the butter, and it teaches them that we make stuff while letting both of you enjoy a treat, anytime, anyplace. Even if you're pretty much broke.
There are other cookie recipies out there. However, the butter cookie is too simple and versatile to pass up.
